Clearer loading when assigning clients to team members

Assigning clients to team members now displays a clear loading indicator while staff details are fetched.
Fixed
- Clients → Assign employee: Opening the employee assignment dialog now shows a loading state instead of briefly displaying a misleading 'No employee found' message.
