Safer bulk imports and updated proposal permissions

This release introduces validation and dry runs for bulk imports, strengthens staff access controls for proposals, and updates navigation visuals.
New
- Services & packages → Bulk import: Validate service details and run a dry run before saving bulk service imports to prevent data errors.
Improved
- Clients → Bulk import: Imports now verify assigned Relationship Managers and stop the process if an unrecognized RM is listed.
- Proposals: Proposal lists now strictly enforce module permissions so employees without proposal access cannot view them.
- Dashboard home: Updated sidebar navigation icons with smooth hover animations.
Fixed
- Clients: Removed unused Proposals and Tasks tabs from client profiles to simplify the view.
