Waive unbillable work and track written-off tasks

You can now write off unbillable tasks directly from client profiles and track all waived work across your billing queue and task dashboard.
New
- Clients → Unbilled work: Write off unbillable or non-chargeable work directly from a client's unbilled work summary.
- Invoices → Billing queue: Track written-off and waived work in a dedicated section within the billing queue.
Improved
- Tasks: Filter tasks by 'Waived' status to easily review work that was written off instead of billed.
Fixed
- Clients: Resolved an issue with module permission handling to ensure staff access rights on client profiles apply reliably.
